UNRWA is the United Nations Relief and Works Agency for Palestinian refugees. Every other refugee on earth is aided by the UNHCR (United Nations High Commission for Refugees), whose mission is to aid in resettling the refugees displaced due to many reasons and help in removing their refugee status once they acquire citizenship of a different country. Palestinians, however, have a specialized agency that spends multiple times the amount of money per refugee as the UNHCR, has a massive workforce compared to the UNHCR, and grants them a different and hereditary refugee status, which has caused the number of refugees to balloon to multiple times the original amount. Normally, refugees would lose their status once they’re resettled and their descendants become citizens of the new country, but Palestinian refugees, even those who have Jordanian or other citizenships, never lose their status and pass it down to their children. This can result in a middle class American family in Minnesota, who has lived there for half a century, and does not require assistance from organizations to be considered as a group of Palestinian refugees who deserve to return to their native land.
The latter of that statement also causes a slight nuance between the goals of the UNRWA and the UNHCR: one fights for the resettlement of refugees to improve their quality of life, and one effectively seeks to achieve an impossible goal, being to settle all the descendants of the original Palestinians who left in 1948 in modern day Israel. This fact gives the Palestinians zero incentive to resettle in other countries, the usual way refugees are dealt with, and causes them to continue to suffer in the false hopes of a state they will not receive in the near future.
Additionally, UNRWA has been documented spreading antisemitic propaganda in the areas where it operates, and its employees have even been accused (with evidence) of terrorism, with many of its employees having personally participated in the October 7th attacks. Their goal is clear: to continue a conflict which could have ended long ago and continue to receive funding. In addition to the propaganda, terrorism, and hereditary refugee status, UNRWA also directly supports Hamas in the Gaza Strip and educates Gazan children to grow up and become terrorists themselves. The existence of UNRWA causes wars, death on both sides and makes sure that Palestinians will never have a state nor favorable living conditions in the refugee camps many of them live in.
